By the end of this guide, you will know how to tell whether refinancing rates compare to purchase rates in Lynchburg for your own situation, using side-by-side quotes built on the same assumptions. Before you start, gather your last two pay stubs, your current mortgage statement (if you are refinancing), and a rough idea of your home price or value. Duane Buziak walks through each step using NoTouch Credit, a soft pull mortgage pre-approval with no hard inquiry.

Step 1: Define the two loans you are comparing

“The refinance rate” is not one number. A purchase loan, a rate-and-term refinance and a cash-out refinance each price differently, so start by naming which pair you want to compare. A rate-and-term refinance replaces your current loan with a new rate or term and no cash back. A cash-out refinance borrows more than you owe and hands you the difference.

Two terms matter here. The rate is the interest charged on the balance. The APR folds in certain fees and points, so it shows cost more completely. A quote with a low rate and heavy points can have a higher APR than a plain quote with a slightly higher rate.

The other term is the loan-level price adjustment (LLPA). These are pricing add-ons for conventional loans sold to Fannie Mae and Freddie Mac, and they vary by credit score, loan-to-value ratio, loan purpose and property type. Fannie Mae publishes its grid in the Loan-Level Price Adjustment Matrix. Read it once and you will see why one borrower’s refinance prices above a purchase while another’s prices below.

That is the misconception to drop: refinances are not automatically higher or lower than purchases. The gap depends on occupancy, loan purpose, LTV and credit tier.

Finally, decide whether the home is your primary residence, a second home or an investment property. Occupancy often moves pricing more than loan purpose does, and investment property pricing is typically higher on either side of the comparison. Compare like with like.

Step 2: Gather the inputs that move pricing

Collect these before you ask anyone for a number:

  • Estimated credit tier (a rough range is fine at this stage)
  • Loan amount
  • Purchase price or current home value
  • Down payment, or current equity if refinancing
  • Occupancy: primary, second home or investment
  • Loan program: conventional, FHA or VA

Then calculate loan-to-value (LTV) for each scenario, because it drives pricing more than the words “purchase” or “refinance” do. Suppose you buy a $300,000 Lynchburg home with 5% down. Your loan is $285,000, so LTV is 95%. Now suppose you refinance a $300,000 home on which you owe $210,000. That is 70% LTV. Those two loans sit in very different pricing brackets before purpose enters the picture.

This is where most bad comparisons start. If you compare a 95% LTV purchase quote with a 60% LTV refinance quote and conclude refinances are cheaper, you have measured equity, not loan purpose. To isolate purpose, run both scenarios at the same LTV and credit tier, or at least understand how far apart they are and why.

For a purchase, your LTV is set by the price and your down payment. For a refinance, it is set by the appraised value, which you will not know until an appraisal. Use a realistic value, not a hopeful one. A range from a local agent’s recent comparable sales gives you a sensible low and high case, and you can request quotes at both.

Step 3: Get pre-qualified with a soft pull so shopping does not cost you credit

Many people avoid shopping because they fear every quote dings their score. NoTouch Credit addresses that. Duane Buziak uses a soft pull mortgage pre-approval, so you get a pre-approval without a hard pull and see your loan options with no hard inquiry on your credit report. The credit assessment uses VantageScore 4.0.

Policies differ across the market. Some providers need a hard pull before they will produce a firm number, and others quote from stated information first. Ask each one directly: “Will this quote require a hard inquiry, and when?” Get the answer before you hand over a Social Security number.

Hard inquiries are not always costly. Scoring models generally treat multiple mortgage inquiries within a short window as a single inquiry, but the window length varies by model. The CFPB’s mortgage shopping guidance explains why comparing offers is encouraged and how to do it. Treat the soft pull as a way to skip the question entirely during the early comparison.

Here is the practical benefit. Once your soft-pull profile exists, you can request purchase and refinance quotes in a single sitting. One set of documents, one conversation, and every scenario from Step 1 priced against the same credit profile. That consistency is what makes the comparison meaningful.

Step 4: Request purchase and refinance quotes on identical assumptions

Give every quote the same instructions so only loan purpose differs:

  1. Same program (for example, conventional)
  2. Same term (30-year fixed)
  3. Same lock period (30, 45 or 60 days)
  4. Same points level (for example, zero points, or one point on all quotes)
  5. Same LTV where possible, or a clearly stated difference

A broker helps here for a structural reason. A single-shelf lender reads from one rate sheet. Duane Buziak shops hundreds of wholesale lenders, so a purchase and a refinance scenario can each be priced where that scenario is competitive, rather than from one institution’s pricing for both.

Ask for a written breakdown in the format of the Loan Estimate. The CFPB Loan Estimate is the standard form for comparing offers. It puts rate, monthly payment, closing costs and cash to close in the same place on every quote, which makes side-by-side reading much easier than comparing screenshots or verbal numbers.

Troubleshooting an unusually low quote. A number that looks too good deserves three checks:

  • Points: Does the rate depend on paying discount points that the other quote did not include?
  • Lock length: A shorter lock often shows a lower rate. Is it long enough to close?
  • Credit tier: Does it assume a score higher than yours?

Any one of these can make a quote look like a bargain until the Loan Estimate arrives.

Step 5: Build the side-by-side comparison table

With the quotes in hand, lay out how the loan types differ structurally. Pricing and rules change, so treat this as a framework and confirm current terms against your actual quotes.

Typical pricing adjustmentsDriven by LTV, credit tier and occupancySame drivers; often priced close to a purchase at the same LTVCommonly carries higher adjustments than rate-and-term; check the current Fannie Mae matrixPurpose alone can shift the rate

The second comparison is not about loan type but about who is quoting you. Verify each provider’s current policy, since all of these can change.

Single-shelf lenders can offer strong pricing, local service and bundled banking relationships. The point of the table is structure, not criticism: one shelf versus many.

Step 6: Run the worked dollar example to compare true cost

Suppose a $280,000 loan on a 30-year fixed term. These rates are illustrative assumptions, not current quotes.

  • Purchase at 6.50%: about $1,770 per month in principal and interest
  • Rate-and-term refinance at 6.375%: about $1,747
  • Cash-out refinance at 6.75%: about $1,816

The refinance is $23 per month below the purchase, or about $1,380 over five years (60 months). The cash-out loan is $46 above the purchase, about $2,760 over five years, and $69 above the rate-and-term refinance, about $4,140 over the same period.

A 0.125-point gap on this loan is worth roughly $23 per month. That is small enough that fees can outweigh it. Suppose Offer A is 6.375% with $5,600 in closing costs (2% of the loan) and Offer B is 6.50% with $2,800 in costs. Offer A saves $23 monthly, so recovering the extra $2,800 takes $2,800 ÷ $23, about 122 months, or just over ten years. If you may sell or refinance again sooner, the lower-fee offer wins even with the higher rate.

Now the real refinance test: break-even against your current loan. Suppose you owe $280,000 on a loan at 7.25%, with a payment of about $1,910. Refinancing at 6.375% brings the payment to $1,747, saving about $163 per month. With $5,600 in closing costs, break-even is $5,600 ÷ $163, about 34 months. If you will keep the loan well past that, the refinance pays for itself. If not, it does not.

Note that restarting a 30-year term lowers the payment but can add total interest over the long run, so compare remaining term too. Rerun this math with your own quotes. Use “as of” dating only when a rate comes from a sourced survey, as in the next step.

Step 7: Check the local picture and decide

Place your quotes in context. For Central Virginia, Virginia REALTORS market data publishes sale-price and activity trends you can filter for the Lynchburg area. Pull the most recent median sale price for Lynchburg and compare it to your own estimate of value, since that affects your LTV and your pricing tier.

For a national benchmark, check Freddie Mac’s Primary Mortgage Market Survey. It publishes weekly average rates, so note the date of the figure you read and treat it as a reference point as of that week, not a quote. Your own rate will differ based on credit, LTV, occupancy and points.

The decision rule is simple: refinance only if your break-even falls inside the time you expect to keep the loan. Eligible borrowers should also look at streamline options. Veterans can review the VA Interest Rate Reduction Refinance Loan, and FHA borrowers can start with HUD’s FHA loan information. Both can involve less paperwork than a standard refinance.

Dare to Compare: if you already have a written quote, bring it to Duane Buziak at (434) 443-7028 and see the wholesale alternative on the same assumptions. Then take a walk along Blackwater Creek Trail and think it over. A sound decision does not need to be rushed.

Start with a soft pull and a written quote

Before you commit, confirm three things. Every quote uses the same assumptions. Every number is in writing on a Loan Estimate-style breakdown. And your break-even math sits inside the time you will keep the loan.
